Ordinance intituled An Ordinance to amend further
the Trading with the Enemy ordinance, 1914.

The object of this ordinance is to introduce here the provisions
of the Trading with the Enemy Amendment Act, 1916, 5 and 6 Geo. V,
c.105.
Section 1 of that Act was not included as the necessary power B
were already possessed here under the Alien Enemies (Winding up) ordi-
nances.
Section 5 of the Act was not included because enemy subjects
generally have been expelled from the Colony, the princippà

tions being certain Turkish subjects of Jewish race who granted licences which place them in the same position as friendly
aliens.
Section 6 was not included becaused it deals with- a state of
affairs which does not exist in the colony.
The sections of the Ordinance follow closely the sections of the
Act. The only new substantive section is section 13. Possibly this section was unnecessary in view of section 4(3) of Ordinance No.28
of 1914 as enacted by section 3 of ordinance 30 of 1914, but it is intended to make it quite clear that the Custodian, like every other person in the Colony, requires the permission of the Governor before he can make any payment to an enemy subject.
In my opinion this is an Ordinance to which His Excellency the
Governor may properly assent in the name of His Majesty and on His
benalf.
