this Government to provide and I trust that you will consider the offer, as now amended, to be a very fair one.

I am disposed to agree to the proposal contained in paragraph 2 (b) of your letter, provided the Naval Authoriti- es will be satisfied with such a wall as the Government would construct in the ordinary course from A to B in connection with the Reclamation Scheme, and will further undertake to complete the wall to whatever point may be necessary to protect the reclamation work. Before, however, any definite undertaking is given I should be glad if you would furnish a section of the existing pier and foreshore so that it may be seen whether any difficulties exist in the way of carrying out the above proposal It would also be necessary for the Naval Authorities to under- take to remove the existing pier, whenever required, to enable the wall to be constructed, and to defray the cost of filling
in the Camber. The entire work would be handed over to the Admiralty on completion, and the Goverment would have no fur- ther responsibility in the matter.

The Government would undertake to defray the
cost of all contingent works necessitated by the proposed ex- change of land, and the existing buildings would be permitted to remain until the new ones were completed. The carrying out of these works would, however, have to remain in abeyance until the]
reclamation to the Eastward had been carried out and the main
road diversion constructed.

If any further details are required, I would suggest that the Director of Public Works might meet the Superintending Civil Engineer and discuss any matters which it may be necessary to settle before recommendations are made to
the Admiralty.
