I have the honour to transmit to you herewith a

copy of a despatch received from His Majesty's Consul at Nagasaki respecting Mr. and Mrs. Schmulling who are reported to be Germanı

agents.

The report that these persons were merely fined

in Hongkong for carrying despatches addressed to the German Colonial Office and then released appears to require further

- Mr.Jam explanation and I am accordingly sending a copy of this despatch une 17th.

to the Governor of Hongkong as well as to His Majesty's Ambassa- dor at Washington.
