Report on an
Ordinance intituled an Ordinance to provide
for the registration of certain
persons.
This Ordinance provides for a register of all persons in the
Colony, except the persons specified in the First Schedule and per-
sons who are merely passing through the Colony.
This register is established, partly in order to ascertain
eligibility for volunteer service, and partly for ordinary police
purposes, which have acquired a special importance owing to the war.
The persons included in the first three paragraphs of the First
Schedule are persons who are already under direct Government control;
and the Government already possess sufficient information in their
case. The fourth paragraph is included for political reasons.
The sixth paragraph is included because if persons of chinese race
had been required to register the amount of additional labour in-
volved could not have been undertaken without a considerable addi-
tion to the staff of the police.
Clause 4 is taken from section 13 of the National Registration
Act, 1915, 5 & 6 Geo. V. c.60.
In my opinion this is an Ordinance to whion His Excellency the
Governor may properly assent in the name of His Majesty and on His
behalf.
