With reference to my letter No. 98 of the 18th.
instant I have the honour to transmit the enclosed copy of
a report by the Manager of the British Section of the Kowloon
tanton Railway osvering reports from the Engineer-in-thief and
tip Managing Directer of the Chinese Section ez the subject
of the derailment of the Express Train which sccurred between
Sun Tong and Han Lạng on the chinese Section on the 15th. inst.
You will notice that the damage is estimated at mo

has arrived whạn His Majesty's Government should intervene with
a view to the pretection of the railway since it is evident
that the Chinese Authorities are unable to safeguard it.
I have consulted His Excellency the General Officer
Commanding in the matter whe is prepared to detail a sufficient
zumber of troops for the purpose. Their disposition would form
the subject of future consideration if the principle of British
protection is accepted and when the disposition of the Chinese
treeps in the district shall have been ascertained.
