Withrreference to H.B.M.Minister Peking telegram regarding shipment of Chinese cooltes from Taku to Marseilles the French Ambasandor has made yrgent representations and the Foreign office have asked me to give instructions to kindly pass an Ordinance if necessary in order to remove any obstacles to granting licence on this and similar cases during the duration of the war and to grant licence.
