Unofficial Members of both Councils XII anxiety to vote to Imperial Goverment special War Contribution and have asked me to find out whether you would prefer a lump sum of 3 million dollars which would either be borrowed from Hongkong and Shanghai Bank or be raised by a local loan or a special contribu- tion of 2 per cent on I gross revenue of colony deducting items not assessable for military contribution.
