With reference to my despatch No. 230 of the 3rd

with the Vice Consul in charge of the U. S. A. Consulate General regarding the disposal of the furniture and archives of the German Consulate.
It will be observed that this Government has not formally admitted the principle of the inviolability of the archives and records.
