In reply to your letter of the 28th ultimo, beg to inform you that in accordance with an arrangement come to between the British Post Office Shanghai, which is under the control of the General Post Office here, and this administration the mails for Shanghai carried by the S.S. "Japan" were landed here instead of at Shanghai on my authority i.e. 6 bage in all. The 7th bag for Japan was also landed here on my authority and was returned to the S.S. "Japan" with 5 of the Shanghai bags. The latter were sent on to Shanghai by the 3.3. "Japan" at the Captain's request. One bag for Shanghai was forwarded to that port by the S.S. "Sin Kiang" on the 28th ultimo.
