In connection with complaint of Swedish Minister as to mails removed from Steamship "JAPAN" telegraph whether "JAPAN" voluntarily entered Hongkong territorial waters but without intention of landing any mails with a view to their being forwarded by local postal administra- tion whether mails removed from ships in such circumstances ere treated in same way as mails entrusted by another postal administration to that of Hongkong whether any mails have been removed at Hongkong from ships ordered into port then on high seas and if so whether they have been treated
similarly.
