With reference to Hr. Harcourt's Confidential Despatch of the 23rd, of Merch, 1912, I have the honour to inform you that I should be glad if you could now reconsider the decision not to include the Assistant Crow Solicitorship among the posts
in Class III of the Cadet Service.

2. My primary reason for making this suggestion is that for an officer of the seniority in his profession which
he was admitted as Solicitor Mr. P. M. Hodgson has now attained by the Supreme Court of Hongkong in 1907 and the importance of the responsible duties he has to perform, the present salary of the office (£420 £540) is low. In fact it is doubtful whether Mr. Hodgson, who is a married man with a family, could
continue to serve on it.

3. My second reason is that it is probable that it will not infrequently happen that the Government may desire to appoint as Acting Assistant Crow Solicitor a qualified Cadet Officer rather than to bring temporarily some one into the service
for such an appointment.
It will render easier the first mentioned pro- -cedure if the salary is that of a III Class Cadet Officer.
