recently arrived in the Colony fran Canada a Mr. E. W. Jackson, travelling without a passport, who stated that he was being sent to India by the Canada Indian Committee to study on the spot the

I enclose samples of papers found in Jackson's possession. As it was considered to be inadvisable to permit him to continue his voyage he was sent back to Vancouver by the S. S. "Empress of Japan", sailing from Hongkong on the 31st. May,
