5. I joined the Hongkong Civil Servies on the 1st.
November, 1070. My servies has been continuous and unbroken.
6. when I joined the Servies in 1878 the then exist-
ing pension Minuto was the Pension Minute of 1862.
7. The above mentioned Rule 1 Sub-rule 4 which I have
set out in the ärd, paragraph of my letter appeared for the first time in the Pension Kinuts ef 1892, and is to be found

8. Rule 2 of the Pension Minute of 1862 is as follows:- "Subject to the exceptions and provisions hereinafter sontained "all publis spzvants holding offissa maned in the Civil List "Ordinance or strisse deseribed in the annual Estimates as the

9. The words "szeoptions and provisions" in Rule 2
of the Pension Minute of 1862 refer to the Pansion of the Chief Justice, Judge of the Summary Jurisdistien Court and the Colonial Chaplain who are given a higher rate of pensiez. These are to be found in Rules 8 and 4 of the said Ponien
Minuts of 1862.
10. During the whole of my servise I have held withər
an office named in the Civil List Ordinance er en offies
described in the annual Estimates as the Fixed Establishment
of the Colony.
11. With respect to the question whether the said
Rule 1 Sub-rule 4 is er is met to have a retrospective operation,
I would refer te Rule 20 of the existing pension minuto and
which is as follows: –
"Nothing contained in this Minute shall interfere "with the Pension rights of persona whé entered the service of "the Glexy before the date of the Minute or shall restrict or
