I fail to understand this trouble.

By the 8.5. Benledi which cleared from London 10.8.16. there

arrived here a quantity of cargo sonsigned by both the

complainants to Sam Shui, Swatow, Oenton, Amoy and Tax Sui.

All this cargo was transhipped to destination without any

trouble. Every steemer bringe quantities of transhipment

cargo from England.

2. When the Imports and Experts order

first came into foroe, shipping agents demurred to making out

an Import and Export permit as well as an kxport Manifest for

transhipment cargo. This has been met by our taking the

export manifest of transhipment cargo as import and saport

permit, And signing it like e permit.

to allow any cargo to go, unless we know the ultimate consignees.
