With reference to my Confidential Despatch of
the 16th May, I have the honour to inform you that the Police have recently discovered that 10,000 uniforms were being made in various Chinese shops here for the troops of Sham Tsen-huen
at Shiu-hing,
The Chinese Manager of the largest Chinese shop
concerned admitted that the uniforms were for the destination
mentioned and in reply to a question by the Police whether Sham had money to pay for them said that the Japanese would pay. This man was subsequently questioned by my direction by Mr. T. H. King, Assistant Superintendent of Police, when he made
the following statement:-
"My brother has a native bank in Shiu Hing. He has
been there five or six years. Before the revolution the local officials used to deposit surplus funds in this bank. Three weeks ago my brother came to Hongkong. In the course; of conversation about the revolutionary movement I asked him:- How is the revolutionary party to find its finances! He said: 'A Japanese (name forgotten) is financing them. He is there the whole time. He pays Sham in Hongkong and Shanghai Bank-notes'. I do not know how much money has been handed over. It must be a large sum".
