Jaffé enjoys the special allowance of 2240 per annum in respect of his charge of the Tytam Tuk Reservoir sanctioned in Mr. Harcourt's
Despatch No. 151 of the 25th. of May, 1912; and if Mr. Wright's promotion is approved by you it should be on the understanding that it is without prejudice to the seniority in the service of Mr. Jaffé.
