I have the honour to transmit the enclosed copy

of a letter from the General Officer Commanding the Troops in China covering the Annual Report of the Hongkong Volunteer Corps and Reserve for the year ending 31st. March, 1916, and I would ask that one copy may be furnished to the War Office as I understand the General Officer Commanding is not sending a report to them this

year.

I am satisfied that the British population of this Colony is now without exception unless on Medical grounds en- -rolled in the Volunteers, Reserve or Special Police and that their efficiency is well maintained.

I regret that again this year the Musketry Return was not completed in time to enable me to comply with the instructions contained in your Miscellaneous Despatch of 4th. June, 1914. I understand that both the Anmaal Report and Musketry Return were completed at the same time and neither was delayed on account of the other.
