With reference to my confidential despatch 4th November 1915 paragraph 17 the Dock Company are very anxious to obtain cargo or "SIGMARINGEN" and "BUELOW". May grant licence to bring forward if so need it be sold or may I allow Dock Company to take delivery. May I grant licence to bring forward cargo from enemy's ships in Netherlands India which was under lien to British Banks at the outbreak of war although the bills have been paid since by the onsignees here if so cargo will be seized by Marshal on arrival and sold and the consignees will be allowed amounts paid in respect of bills and the surplus will be condemned to the Orom,
