I have the honour to beg reference to paragraph 4 of your despatch No. 165 in 3590/1915 of January 17th last, inas- much as certain difficulties have arisen at this port in connection with the working of Hongkong Ordinance No. 32. of 1915 referred to in that paragraph and which formed an enclosure to your despatch

under reply.

In a Circular despatch of January 1st, last H. M. Minister informed me that he had received information from the Foreign Office "inter alia" that "as regards the enforcement of the list "system in Hongkong, Ceylon and the Straits Settlements the following arrangements are being made: Al. Goods landed for trans-shipment from any British, Allied or neutral ship will be detained if consigned to a firm not on the White List or by a firm in China on the Black List....... Detention in all cases will be effected by prohibition of export from Colony of all goods from or to China and Siam, leave to export being given for all goods which do not fall into the categories mentioned above".

As you are aware, a considerable quantity of cargo

is trans-shipped at Hongkong from and to native firms in this port. Of such firms the vast majority do not appear in either the White or Black List. When the White List system was inaugurated, I was
