TELEGRAM. The Governor of Hong Kong to the Secretary of

With reference to prohibition except to British destinations, of raw silk and silk waste, may I allow transhipment of raw silk and silk weste from Canton for France and the United States? Watter is most serious for Province of Kwantung British merchants and shipping companies are also affected seriously. It is feared also that Japan may capture United States market permanently if silk is locked up at Canton now.
