arranged by you with (?)REISS and Sanders. The action

I proposed is based on the conviction mentioned in last paragraph my telegram December 23rd and on fact that Sanders Rehders have not complied with the reasonable condition imposed in my telegram December 31st. I recognise that any legal action would have to be based on Section of the Ordinance to which you refer and that it might not be successful. It seemed to me however that, apart from that question, there was sufficient justification in denying the facilities of the port to Sanders Rehders. I have no objection to any reputable British firm but Reiss are in most favourable position and their treatment by Sanders is suspicious and unreasonable.
