Your despatch 29th February No. 81 gather that you desire general authority to allow shipments of Lard to Manila in pre-war quantities and in case of shipments to other neighbouring countries propose to submit individual applicat- ions. No objection this course but as there is large demand for lard in United Kingdom desirable that only possible steps should be taken to influence its transport to this country rather than elsewhere. Do you desire similar authority in case of Tallow.
