The Governor of Hong Kong to the Secretary
of State for the Colonies.

With reference to your telegrams of 8th April 15th April 28th April lard tallow principally derived from animals imported from South China slaughtered in Hong Kong. As explained in my despatch of 29th February No.81 the fat refining industry is important to the Colony and if restricted will readily be transferred to China.
