1. His Excellency the Governor has noticed with regret the numerous eases in which members of the subordinate service run into debt and have recourse to money-lenders. Such financial embarrassment, besides impairing the efficiency of officers, is not creditable to members of the public service and causes them to lose their self respect and independence.

His Excellency, with a view to assisting members of the subordinate service to pay off their debts, and to keep free from debt in future, is prepared to ask the Secretary of State for the Colonies to sanction the granting of advances. Such advances will bear interest at the rate of 6 per cent per annum and will be repayable by such monthly instalments as His Excellency may direct.

3. Every application for an advance must be made in the form set out in the schedule, and it must contain a full statement of the officer's indebtedness. The form when filled up should be forwarded to the Colonial Secretary, and should be accompanied by a statement by the Head of the applicant's department that he is satisfied after full enquiry of the bond of the application.

4. It is desirable that every subordinate officer who is in debt shoul.! send in an application as the Government must be in a position to know the approximate sun for which it would be liable before any stops can be takon to initiate the scheme.
