memorial, with copy of the covering letter, which has been addressed to you by Mr. T. P. Hall regarding this Government's alleged dis- -crimination against him in the matter of the adjustment of ships' compasses. I attach also copies of the correspondence referred to

in Mr. Hall's letter of the 10th. March.

Commander Beckwith, who holds an Extra Master

Board of Trade Certificate dated 1895, has made a special study of compass adjustment, both theoretical and practical. He was a First Class Navigator in the Royal Navy, passing at the Admiralty in 1903 after completing a two months' compass course at Greenwich and Deptford. He was frequently employed by the Naval Authorities to adjust compasses of His Majesty's Ships in all parts of the world, and in 1904 he was recommended to the Admiralty for his knowledge

of and interest in the subject.

I am satisfied that outside the Royal Navy there

is no one in Hongkong who has equal qualifications; and the appoint- -ment of a Government Official has the advantage that he has not the possible temptation of the private individual to forego efficiency out of consideration for the shipower's natural desire for economy.

I have accordingly arranged that Commander

Beckwith shall adjust the compasses of ships having passenger certificates. The fees received are paid into the revenue of the
