I have the honour to inform you that an excel- -lent article entitled "The Great War: its origin and the responsibi- -lity for it appeared in the Annual Report of the China Association for 1914-15, and as a translation of the article into the Chinese language was being made in Shanghai it appeared to me that a good opportunity was presented for counteracting the active German propa- -ganda in South China by circulating the article as widely as possible.

I therefore ordered 50,000 copies at a cost of $1,700, and after communicating with the Consuls concerned and the Government of Macao, who were all agreeable to the proposal, the Chinese Chamber of Commerce carried the distribution of the pamphlet into effect as set out in the enclosed list.

I molose six copies of the Chinese pamphlet,

and a copy of the original article in English.
