Owing to shortage of tonnage Messrs. Butterfield and Swire propose to buy or charter a steamer to carry raw sugar for their Refinery here from Java if assurances can be given that such vessel will not be requisitioned for war purposes. The Refinery is registered in England and contri- butes to war profit taxes and I think assurance asked for reasonable and I shall be glad if it can be granted.
