With reference to Your Excellency's despatch

No. 17 of the 9th. instant on the subject of the arrest in British waters of two Chinese by a boat's crew from the

Chinese gunboat "Kwong Lee", I have the honour to inform you that I have received a letter from the Chiang Chun stating that

no report has yet been received from the Water Police but that

fresh orders for immediate action have been given.

At an interview on the 17th. instant His Excellen

-cy expressed regret at the unavoidable delay in investigating

this matter.
