My Intelligence Officer states:- "Siemssen was the brewer in Tsingtau, from whence he came to Shan hai. He was a suspect on my list there and I believe him to be connected

with the arms gang. He was the man who, at the Kalee Hotel,

told another German that he had arranged that the "Šuwa Maru"

would be blown up with the contingent of 100 Shanghai Volunteers

on board. Hence all the precautions I took to see that his

arrangements were frustrated".
