In reply to your telegram of 25th March. The prisoner of war is named Ernest Siemsen.

I am

informed by the Military Intelligence Officer that he was a brewer in Tsing-Tau: that he went from there to Shanghai where he was put on the list of suspects as he was believed to be connected with the arms gang and two witnesses overheard him telling another German that he was mixed up in a plot to blow up the s.s."Suwa Maru" of the N.Y.K. when she had 100 volunteers frm Shanghai on board.
