naturally depressed by grief. Of course this circumstance was unknown to you, but when you suddenly deprive a person of his
liberty, without making any enquiries from those who know him, you
are responsible for the consequences that may derive from your
ignorance of important particulars. He might have been, or even
he may be, consumptive, and the night of cold, hunger anxiety may
have terrible effects.

All these particulars will show you that the neglect
was much more serious than has been reported to you, it will show
you moreover how careful I am in my statements, leaving generally
a wide margin of facts, either for further evidence or from moderat-
-ion in ascribing blame.

You say the neglect was dealt with, but I think it is
necessary that the measures taken should be known. I did not ask
for punishment from a desire of revenge (the principle of an eye for an eye, & was out of fashion when Christ preached in Palestine) which is only a foolish waste of time, as the offender is always punished by the inexorable consequences of his infractions of the Moral Law of the Universe. Punishment is asked for only that it may act as a deterrent for other weak and ignorant persons who cannot see the inexorable actions of that Law, But punishment has no deterrent effect if it is kept secret, and the utmost publicity is the universal modern usage.
