Some of our British Principals finding that, notwithstanding the special increases in the rates on certain articles referred to in your letter of 16th December last, one or two of which were also adopted in Shanghai, these and other unnecessary articles were continuing to come forward to the exclusion of more desirable cargo for the national needs the question has been under general consider- -ation and it was decided that I should telegraph you upon the subject which you will probably have noticed is one that has been meeting with Goverment attention. It was at the same time appre- -ciated that there is a difficulty in deciding in all cases as to whether an article comes under the heading of luxury and/or un- -necessary cargo, vide your having dealt with Beeswax in your list dated 13th December, whereas such enters into the manufacture of Munitions. It was consequently thought that you should confer with the Colonial Government for assistance in this correction who if they have not already received communications from the Home Govern-
