Should I stop cargo on board British or allied ships or should I
permit it to be carried on.
The Commander-in-Chiff reports that rubber will shortly be shipped via Hongkong to San Francisco from Batavia in the Dutch
ship "Tarimoon" for account of Behn Heyer & Co. of Batavia. If
the cargo is in transit should I detain it pending enquiries and
report to you.
