In the event of seizures being made by the French Municipal Police or by the Police of the Chinese local Authorities,
I shall be glad to learn what rewards for information leading to the seizures Captain Seigne recommends.

Major Morgan has represented to me that Captain Seigne feels the need of funds wherewith to retain an informer. I am prepared to grant a sum of 100 a month for this purpose for 3 months on the understanding that at the end of that period the sum will be re-considered.

It is to be understood that the rewards I offer are
only for seizures or information leading to seizures in cases in which there is a reasonable presumption in the opinion of His Majesty's Consul-General at Shanghai or, in the case of a seizure by the Customs, of the Commissioner of Custome, that the arms or ammunition are intended for India or other British possession,
Similarly in the case of seizures at other ports the British Con-
-sular representative or the Commissioner of Customs as the case
may be will decide.
