With reference to my despatch of the 22nd June last year No.232.Smuggling on large scale still continues and Ocean Steamship Company have asked me to stop it since their vessels are exposed by it to heavy fines. I am unable to do more that I am now doing and I would urge control of the wholesale trade and traffic in the United Kingdom. Despatch is being sent by mail.
