the Societies Ordinance, 1911,

The object of this Ordinance is to exclude money foan
associations from the operation of the Societies Ordinance,
1911.
These associations are extremely common in the Colony,
especially among the Chinese, and fulfil a very useful purpose, It was never intended that they should be made illegal, but
a recent decision of the Supreme Court has revealed the fact that that is the effect of the principal Ordinance.
Section amends the law for the future, and section 3 deals with Loney loan associations in existence before or at
the commencement of the ordinance. The proviso to the latter
section is intended to prevent the section from having any
effect on any action which was begun before the commencement
of the Ordinance.
In my opinion this is an Ordinance to which His Excellency the Governor may properly assent in the name of His Majesty
end on His behalf.
