With reference to our conversation on Saturday

I am desired to say that the Secretary of State has directed the Crow Agents for the Colonies to pay to you the sum of £170 for the information leading to the seizure of opium on the "Vishima Naru". The Crown Agents will accept your receipt as a sufficient acknowledgment.

If, as seems possible, similar cases arise in future, the Secretary of State will adopt the course which I mentioned to you, viz: we shall not take action on any information which we may receive but pass it on to you forthwith to deal with, unless there is not sufficient time for us to warn you.

In this event we should telegraph to the Governor of Hongkong and let you have our information and a statement of the action taken.

In all cases the secretary of State will inform the Governor of Hongkong so that if a claim for a reward
