With reference to your Confidential Despatch of

the 4th. October, 1915, I have the honour to submit for the signifi- -cation of His Majesty's pleasure the following Ordinance intituled:

An Ordinance to amend the law relating to importation

and exportation. No. 32 of 1915.

The customary report of the Attorney-General is enclosed. The report refers to the case of purely Chinese trade to places in the neighbouring province, and I may add that consign- -ments of purely Chinese produce such as dried ducks, lily root and other things, not handled by European firms, are also being allow- -ed to go to Chinese firms in Northern China and Siam which are not on the White List.

I enclose copies of each of the three Orders- -in-Council referred to in the report of the Attorney-General.
