I have the honour to acknowledge the receipt of

your code telegram of the 3rd. instant, decode enclosed, and to confirm my reply of the 12th. instant, copy of which is also enclos- -ed.

The ginger in question was shipped from here on the 14th. of September in the S. S. "Arabian" which sailed first to Vladivostock and thence to London without calling at Hongkong.

The Proclamation dealing with the export of foodstuffs in force at that time was No. 13 of the 1st. of April, 1915. It was doubtful under that Proclamation whether the export of ginger was prohibited and on the analogy of the permission to export this article to Holland contained in your telegram of the 3rd. March, 1915, the export was permitted on the production of a satisfactory certificate of ultimate destination.

This is the only instance in which the export

of ginger has been permitted to an unauthorised country without

reference to you, and the local Proclamation No. 28 of the 17th, of

September with its amendment No. 31 of the 29th. of October has made

the matter clear.
