Gentlemen,

Complaints harag been received that the liquidations of some of the German firms are being delayed, and that un- -secured creditors are being prejudiced by the fact that secured creditors are holding on to their securities and are refusing to state their claims definitely. As you are the only creditors know to the Government to whom these complaints can apply, and as it is undoubtedly the fact that in more than one case you have not formulated any specific claim, I am instructed to ask you if you will be good enough to furnish the Government with an explanation of your attitude in this matter.

I may say that I do not intend to convey the impression that the Government have formed any opinion hostile to your attitude, but they have been asked to adopt a policy under which you would be compelled to estimate your losses specific- -ally and they wish in considering the proposal to have before them whatever view of the case you may wish to put forward.
