as piece goods have had a more prosperous year than for many years.
This is not attributed wholly to the rise in the Home arket prices but largely to the fact that the limitation of exten- sive credit set on foot by British Merchants practically put a stop to the overtrading formerly encouraged by German methods. 418
9. My Committee do not suggest that the interests of the olony demand that trade should be confined to British Merchants, lone, far from it. But if British Merchants were to be, for all practical purposes, holly frozen out from such trade the Colony may as well, from a British Commercial point of view, be abandoned, My Committee are of opinion that the true interests of the Colony lie in encouraging the British Merchant as much as possible while not discouraging the Merchants of other nationalities, in other words discouraging unsound trading.
10. My Committee has no reason to doubt that its views on this subject, as above indicated, are universally held. The enclosed extract from the Hongkong Daily Press of the 14th. ultimo reporting a Speech of the Chairman of the Perth, (Australia), Chamber of
Commerce and the Memorandum of the Chairman of the Tientsin branch
of the China Association at page 68 of the Association Report#for 1914-1915 (a copy of which is enclosed) are ample evidence of this.
I am to add that if it is hereafter decided in the
national interests to place restrictions on the continuation of
German Trading, a
movement in favour of which is forming
into rapid shape particularly in India, my Committee wish to place
it on record that such a movement would receive its active support
and is unanimous in its opinion that the true interests of the Delony would be greatly den
benefited thereby.

In conclusion my Committee would respectfully urge both the local Government and the Imperial Government to give the consider Fations set forth in this letter their closest attention, for it.is
convinced that national and local welfare in the future will largely depend on steps being taken in the direction above indicated and
time for initiating such steps is new and now only.
It is suggested that immediate steps be taken by Govern-
ment.
