6. It will be appreciated that the step suggested does not amount to confiscation. The ultimate disposition of the invested moneys being determined by the British Government hereafter preau- -ably in accordance with the linee pursued by the German Government in respect British funds im its hande.
7. The question, so far as it is a local question, is whether the Colony is to develop into a base for the promotion of the interests of all nationalities and particularly of the British nation or into a base for the promotion of German interests at the expense of the interests of all other nationalities and particularly at the expense of the British nation.
My Committee fully realise the position and interests of this Colony as a distributing centre but such position and interests do not extend to its becoming a distributing centre in Germany's interests to the sacrifice of the interests of all other nations. My Committee desire to put on record that they absolutely disagree with what are understood to be His Excellency the Governor's views that the presence of German Merchants is necessary to the prosperity of the Colony.
The greater part of the business hitherto carried on by German firms can and will be carried on by firma of other nationali- -ties and especially by British firms (see memorandum of Chairman of Cométese of China Association on page 67 of report) and any remain- -ing German business is, in the opinion of my Committee, of such a character and conducted on such lines that it is neither in the interests of the Colony z nor in those of China that it should be
encouraged or continued,
