On Ne vember 24th. I had the honour to write to Your Froellency on the subject of the informer Wong Kwok-wai who had falsely denounced an innocent man, Chung Min-chau, who was shot as a revolutionary in June last, and urged most strongly upon Your Excellency that an immediate order should be given for the payment of the sum of £1,000 as compensation to the widow and at the same time that the most stringent instructions be given for the arrest and trial of Tang Kwok-wai forthwith. To this despatch I have not yet received a reply.
I have now the honour to inform Your Excellency that I am in receipt of a letter from His Excellency the Governor of Hongkong stating that the Captain Superintendent of Police at Hongkong had reported that Wang Kwok-wai has been re-arrested at Chin Shan near Macao and sent to Cmton. I should be glad if you will give facilities for the presence of a member of my staff at the trial of Wong Kwok-wai in order that the circumstances of the case may be duly reported to the Hongkong Government.
