If you will submit applications as proposed you can act on the assumption that my authority to allow shipment will not be given until certificate produced here. No need to require shipment via London unless specially directed. I will authorise by mail only unless you report that you have arranged to recover cost of my telegram. Certificates in respect of wood- oil not produced presume that you have not yet allowed shipment. Please report all shipments as made.
