Paraphrase of Telegram from the Governor of Hong Kong to the
Secretary of State for the Colonies.

In connexion with issue of 5%
Elexchequer
bonds free of income tax to foreign residente I would
suggest that bonds to the extent of £59000 in de-
nominations of £100, £50, £25, £10 should be forwarded
to this Government for issus to applicants here and
in South China through the Hong Kong and Shan hai
Bank. Please state whether British residents in
Hong Kong and China but legally domiciled in Great
Britain can take up bonds free of tax and what form
of registration is necessary in order ensure the
payment of interest free of income tax.
