(2). That an enquiry be made by the Registrar, as to the
nature, scope, size and cost of the Hospital
directed by the said Will and Codicil to be erected
and maintained, and as to the endowment required
for such maintenance, with a view to the future
expansion (if necessary) of such Hospital, and that
a scheme for the erection, endowment and management
of such Hospital be prepared by the Executors and
Trustees and settled by the Registrar subject to
the approval of the Court.
(3). That an enquiry be made by the Registrar as to the
charitable purposes to which any surplus of the residuary estate (after providing for the erection and maintenance of the said Hospital) ought to be applied, and that a scheme be prepared by the Executors and Trustees of the Will and settled by the Registrar, subject to the approval and direct- -ion of the Court, for the appropriation of such surplus to such charitable purposes.

A scheme for the Hospital the building of which was completed in 1908, was prepared accordingly and was after considerable correspondence and discussion approved by me in June last. I now enclose 4 copies of it for your information.
The establishment of this well equipped Hospital has conferred a great boon upon the poorer classes of Europeans and Americans in this Colony and its vicinity.
