Personal qualities. Is very conscientious in the performance of his
duties, thoroughly steady, reliable and hardworking.
official qualities. Is systematic and loyal and has a thorough know-
ledge of drainage work, including sanitary appliances used in
house-construction.
Claime to promotion. No special claime beyond those arising from
steady, honest and good service.
Mr. Dickson is in my opinion quite fitted to fill the post of
Sanitary Surveyor or Clerk of Works. I do not consider him fit for
the position of Assistant Engineer in a Colony such as this.
There is no other officer in this Colony possessing similar
experience who is senior to Mr. Dickson. He has therefore a prior
claim to promotion to an office requiring experience in drainage work
and the installation of sanitary fittinge, &c.
