Referring to your Despatch No. 300 of the 11th. November, I have the honour to forward the enclosed application by Mr. J. Dickson, Drainage Overseer, Fublic Works Department, for promotion in the Colonial Service.

This application was sent in by Mr. Dickson in

April, but it was kept back under Order 41 of the General Orders

of the Colony, which provides that, except in very special cir-

(Excepterth) -cunstances, such applications will not be forwarded witil the

Covernor's Annual Confidential Reports are sent. This order is

based upon the instructions in Lord Creve's Circular Despatch of

the 24th. August, 1908.
