Colonial office.

Dr Woodman, Ledical Officer, Hong Kong has been

over here with a note from you concerning his passage to

Hong Kong: He is very anxious to go by the Nippon boat

of the 27th of March aid pay the difference in cost out of

his own pocket, but after consult ing someone in the

Eastern Department of the Colonial Office I told him he

must go by P. & 0. He then asked me to refer the matter

to you again and said he himself would write to the

Colonial office.

The difficulty about allowing him to pay the

extra cost is that to do so means divulging the confidentia

rebate arrangement with the P. & 0. Co. and you may

remember fairly recent correspondence with the Federated

Lalay States on this point.

Dr Woodman wants four pussages and the cost by ippon

would be about £228, and by P. & 0. (intermediate)

£216 £54 = £162,a difference of 256 of which £54 is

accounted for by the rebate.

The P. & 0. intermediate bonts go on 20th March and

17th April and I understand that Dr Woodman considere

one date too early and the other too late. There is a

P. & 0. mail boat going n 3rd April and the cost by thie

would be about £256
