CROWN AGETS TO THE COLONIAL OFFICE

In continuation of our letter of the 22nd
ultimo, I have the honour to transit herewith a
copy of a circular letter which we have addressed to
all Colonies and Protectorates where the family
remittance draft system is in force. We hope that
the precautionary measures to be taken in pursuance
of this circular will enable us to meet any difficulties
in connexion with the drafts which may arise from the
present crisis. We did not wait to obtain the Secretary
of State's approval of this circular as there did not
appear on further consideration to be any reason for
doing so,
and it was important to avoid delay.
2. With regard to the East African Protectorates,
it will be seen that we have added in the circular
addressed to the a special paragraph containing a
suggestion which should expedite the transmission of
the drafts to this country in ordinary times. We would
suggest that nothing further should be done at present;
if delay and irregularity still continue, the question
of a more radical change of system can be considered
later.
3. The case of hrs. Thomson, referred to in your
letter No. 32472/1914 of the 31st of August, appears to
be covered by our circular letter and I may add that we
wrote to the Goverment of the East Africa Protectorate
with regard to her case on the 6th of August requesting
that arrangements might be made for the despatch of her
drafts with some degree of regularity.
